If you’re looking for a cute first Halloween outfit look no further than this DIY cookie monster costume for babies and toddlers. Who can resist an adorable baby and cookies? Especially if you have a chunky baby like mine.

You could adapt it for a little boy by putting him in pants and a hat instead of the tutu and headband. This outfit is a bit time consuming but not overly difficult to make. You can grab a printable version of the directions with a guide for the pieces at the bottom of the page.

This costume is great for a Sesame Street or Cookie Monster themed first birthday too!

Directions for DIY cookie monster costume

Preparing the Pieces

1 – Use the template or an item to trace 2 eyes on the white felt. (About 2″ across). Cut them out.

2 – Cut out 2 eyeballs out of the black felt. I find a dime is a nice size. You can just cut around the dime and then clean up the edges. Glue them onto the white eyes off-center.

3 – Use the template to trace the mouth on the black felt. Cut it out.

If you can’t trace onto the black you can use a glue stick to adhere the template or a safety pin or straight pin to help hold it in place. I used a silver sharpie to trace on the black felt.

4 – Cut out 12-15 tan circles, the same size as the white eyes. Take 2-3 and cut them jaggedly down the center, this will create your “eaten” cookies.

I recently discovered you can purchase pre-cut tan felt circles…what a time saver!

5 – Use the black felt to cut out “chips” and glue them onto the circles. Allow all of these pieces to dry before moving on.

Before you glue anything to the bodysuit be sure to put a piece of cardboard inside or your costume will be glued shut!!!

Building the Cookie Monster Costume

1 – Smooth out the bodysuit so it’s nice and smooth. Use the ruler to measure armpit to armpit so you can find the middle. Then place the eyes on either side of the middle point.

You’ll want the face to be high up on the bodysuit, on the chest area. If you place it too low it may end up under the waist of the skirt.

2 – Place the mouth below eyes and add an “eaten” cookie to one side. Once everything looks good go ahead and glue everything in place. Be careful not to use too much glue or it will seep through the felt.

You must use Aleene’s OK to wash it glue if you want the costume to be washable but not too stiff. I tried various kinds of glue and this was the only one that held up to wear and washing without creating a stiff outfit or being rough against the skin.

This glue does stick well and will leave a residue if you drip it anywhere so be a bit careful.

3 – Now it’s time for the skirt. Lay the skirt out flat on a table. Arrange all but one of the remaining cookies on the skirt. You can use less or add more depending on how full of cookies you want your skirt to be.

4 – Use the glue gun to attach the cookies to the skirt. Glue the cookies to the top layer only and use a backing to keep all the layers of tulle from becoming glued together.

The best thing I’ve found to use as backing is a special kind of Reynold’s wrap. It will keep the hot glue from seeping through but will come back off pretty easily so long as you remove it promptly.

Allow everything to dry completely before wearing.

Cookie Monster Headband

If you want to add the headband simply make one extra cookie and glue it onto a headband. I used one I already had in my drawer. You could use a blue, white, or black headband and they would all work with the outfit.

Or you can make your own headband using the directions below.

Optional DIY headband

  1. Use a pre-made crochet or thin headband.
  2. Create a tulle bow out of royal blue tulle.
  3. Cut a piece of black felt, about the size of a quarter, to use as a backer.
  4. Stretch the headband around something round while you work, I find a tube of Clorox or Lysol wipes works great. Use the glue gun to attach the piece of black felt to the inside of the band.
  5. Next, put a generous circle of hot glue on the outer side of the band in the center of the felt piece. Quickly place your tulle bow on top and hold until the glue dries a bit. (About a minute).
  6. Finally, put a dab of hot glue in the center of the tulle bow and attach your felt cookie. Press it down gently for about a minute to ensure it sticks.

  • 1 royal blue bodysuit
  • 1 royal blue tutu
  • 1 piece white felt

  • 2 pieces tan felt
  • 1 bottle Aleene's Ok to Wash it glue

Tools

  • Ruler
  • Scissors
  • Hot Glue Gun

Notes

  • Make sure your face is rather high on the bodysuit, otherwise the skirt may cover part of it.
  • This glue is super sticky! It will leave marks if it gets anywhere you don't want it to
  • These costumes are washable! But be sure to hand wash or machine wash on delicate cycle inside out.

  3. Any suggestions of what to use instead of glue. I might want to use the onesie and tutu for something else. I don’t want the cookies to be permanently attached.

    1. You could try tacky glue which does wash out (I used it when I first did this costume and things detached in the wash). But I’m not sure if it would leave a residue. Otherwise, you could try glue dots or double-sided tape? If it’s a baby who won’t be moving around a lot it might work, for an active toddler you’ll need glue to hold things on. If you decide to try something other than glue definitely give it a test run to see how well it’s going to hold.
